Since states have been divided on linguistic lines, there is nothing wrong in learning the lingua franca of the state you have opted to stay / work / study in, for better communication with the local people. No one is stopping you from keeping / teaching your own language as well.
Staying with the Laws of the land is the only choice within our democratic framework.
