The three legs of democracy in India are corroded to the core, with probably a slightly better record for judicial. So, for things to improve in India, it will take time. It has to come from within. Public servants (a.k.a govt. officials) should stop looking for personal gains in everything they do, that too with public funds. Putting an end to corruption everywhere should be the first step. Only then there is hope for improvement. On a different note, why do you want goras to migrate to India? Population density is already so high! Undoubtedly population explosion is also the main culprit.
