i dont think it is a question of reinventing wheel - it is how much we need? how much we can provide from our side? what is the best deal that i can get for the rest? blaming our scientist is not a wise thing whereas creating a new nuclear industry without or little foriegn help is good. it is always good to eat within means rather than borow and eat from others.
