While US did not say that in paper, the Hyde Act in fact would limited India to develop nuclear strategic force or options. Inventing Nuclear technology is much complicate than inventing wheel. Such comparison is improper and misleading. Fundamentally, India need to rely on indian scientist for nuclear technology. If india focus on developing nuclear technology, I believe much better nuclear deal will surface. If you are waiting on other's food to feed you, the price of food would definitely much higher than you have your own supply, just need something else from others.
