In international law, international treaties have higher status than demestic law. A treaty can be concluded eventhough it is not in accordence with natinal law. But in this case, Rice says that final treaty document will not be signed if it is not consistent with Hyde act. US will not support in NSG, means that India cannot buy reactors from other countries if it founds out that doing business with US under Hyde act is not good.
