What about the laws/services of state of Maharashtra?

The Maharashtra state does provide services like a network of dams(outside Mumbai but within Maharashtra) and pipelines providing water to the city of Mumbai which has no river flowing through it for fresh water. Rest of India does not provide the scarce water resources.

The state builds the roads to connect it to the rest of the state and feeds in the electric supply generated mostly elsewhere in the state or purchased for cash by the state.

But lands of the state are being illegally squatted on by migrants. Services of the state are being exploited by the migrants for eg using multiple counterfeited license plates on taxis to avoid paying taxes - i.e multiple taxis are plying with the same number.... Footpaths being squatted on by migrants.

What about the responsibilities of the migrants Mr Patil? Or is it just that Maharashtra has a Sophie's choice in either start an agitation and suffer OR sit quietly and die?
