In US problem of majority and minority is not as complex as india,thus it is easy to maintain track and transparancy of these matters. for SC/ST ,encoragment should come through tution waiver,free books and stationary,extra tutions,monthly schollarship and not through reservations.Aid should motivate them to do hard work and should not spoil their habbit(thats how you promot curruption).
