To be considered a local(for higher studies and govt. jobs) following criteria should be used other than the additional requirement

1)Proven proficiency in the regional language of the state(Some govt. authorised exam or SSC pass with the regional language atleast as second language)
2)Domicile certificate of atleast 15 years.
And to allow entry to any migrant into any state-
The migrant should have a definite proof of a job at a legal place of commerce
The migrant should also show definite financial ability or support of a sponser who will provide accomodation for him/her and family at a place authorised for housing.
