It should be noted that in WB, madrasa education is regulated by the govt and not just muslims but also non muslims attend madrasa to attend education which is monitored by state govt. So WB, despite all its failures, manages this so much better so that integration between different communities is much better. Even Pakis wanted to do a case study of the education system there. If only the universities marked the papers generously like the other autonomous universities of India, the students would have a better chance of competing where marks are considered.
