UPA divides the people by seperating their votebank, the OBC, SC, ST from other indians and spends all govt funds on reservations and subsidies to their votebank. Thats why they are not left with any funds for development.
Whereas BJP on religion to secure the Hindu votebank. and now Raj to secure Marathi votes.
