can the rest of india boycott mumbai based goods/services?

the centre should stop setting up new offices in mumbai - should try to move out rbi's offices, sebi's, etc also. mumbai is too congested. should move to bhopal, hyd, etc.
all the tax payers monies cant go to only one place's enrichment
