good suggestion, actually. if delhi can be a state, why not bombay? in fact, bombay should be a state even more as it's density of population is more than delhi's. Also, that is the only cosmopolitan city we have in india where there are truly people from all classes and backgrounds. it has an identity of itself separate from that of maharashtra.
