What comes thro' loud and clear from the entire week long violence is the leadership inadequacy on the part of Maharashtra CM. To arrest Raj, he may have to wait for legal advice but to main- tain law and order, he could have moved in troops right on day one. He need not have waited for someone to tell him to do so. The leadership has been pathetic so far !
