This what you are suggesting to hindu who are opressed by J&K governement plus the local muslims who oppress them,that they should follow legal means to gight injustice or move out of the sate.AS far if the oppressers are hindu(even if there is no opression)muslims are justified in becomming terrorist,as putting these terrorist in jail or killig them in encounter will mean bad to the entire muslim community,hence they should have a free ride,we should have sympathy towards them.
