In democracy every one has same rights either he is of Maharastra or Bihar. Every country has slow and backward states. If states like Bihar is backward it doesn%u2019t mean that every Bihari is backward. Even in USA, New Orleans, Louisiana is the backward states but it doesn%u2019t mean that people of New Orleans, Louisiana can%u2019t work in New York or California.
