In democracy every one has same rights either he is of Maharastra or Bihar. Every country has slow and backward states. If states like Bihar is backward it doesn't mean that every Bihari is backward. Even in USA, New Orleans, Louisiana is the backward states but it doesn't mean that people of New Orleans, Louisiana can't work in New York or California.
