I propose following solution to UP & Bihar. (1) Representaion from each state (number of MPs making law) should be tied to taxation reveune each state generates and not the volume of people each state breeds. (2) For next twenty years there should not be any elections in UP & Bihar. First of all people don't have any choice, and if they did they don't who to elect. It should be under president's rule. (3) We should make each state compete for economy, jobs creations, tax revenue, growth. And every five years the bottom under performing states looses election right and come directly president rule. This way underperforming states politicians gets penalized, and forces them to think progressively. (4) Seperate funds needs to created by Center for development of the underperforming states, where the politicians will have no access to this kitty, but notable private sector who will make decisions for the failed state.
