the congress were losing stronghold in mumbai in 1965 they emerged shiv sena but many people preferred lal bauta communist party instead of congress and shiv sena but to divert the attention of maharashtrians the congress had made shiv sena scapegoat against south indians slowly shiv sena knew of the tactics of congress and shifted their alliance to BJP and they succeded they became national party but still shiv sena is the only party in mumbai which is loyal to the hindus.
