Seeking legal advice shows the timidity of the state government. Why do they require legal advice?

If the Thakarey fellow has just blurped something, and nothing else followed, may be he could be ignored. But what ensued was destruction of property and may be lives. Isn't it within the state government's law & order responsibility to throw this scoundrel behind bars to set an example?

Its a case of Law not being applied uniformly across the country. When a school kids pornographic MMS landed on baazee auction website, the owner was arrested immediately, attributing moral responsibility on him. Now, isn't this Thakeray bugger morally responsible for all the violence in Mumbai?
