In UP and Bihar government

In UP and Bihar government is the main hurdle in progress.Lalu, Mulaym and Mayawati are the main hurdel in UP and Bihar progress.
Other North Indian states Delhi,Punjab & Haryana are the most richest and one of the most developed states in India.
