most of the north indian politicians that includes Laloo prasads & Nitish & Ramvilas and mayawathi,former UP chief minister Yadav, the communist leaders from the West bangal and several others practice the politics of poverty and insufficency. i.e. the vote bank of poor is thier mainstay. they resent a reduction in their base. hence prosperity and better living is resented by such politicians. it is no wonder that they take no action or take insufficient actions for increased industrialisation, better education, discipline in the individuals life of average citizens, as well as honesty and sincerelty in political life. they are the reincarnation of the Fuedal lords in political avathar. the poor among the common man suffers and he has to migrate to major metro like Mumbai to eke out a living. a simple corruption free civil administration that understands the dynamics of industrialisation (service sector included) in their home states would make the migration of the poor a thing of past. but that needs a change of attidue
