Yes, but they have also "contributed" to the lawlessness (just think of all those Bihari autodrivers with no disregard for traffic rules, the guys with fake ration cards, the illegal shops on sidewalks etc etc etc). Mumbai cannot take people in again and again - there's a limit for how many people can stay in a state. That's a fact.
Also, why is it that nobody ever bothers learning the state language?? You don't live in Kerala without knowing some Malyalam; you don't live in Tamil Nadu without learning some Tamil; you don't live in Punjab without learning some Punjabi - but you do live in Maharashtra without knowing one word of Marathi. That's not fair to Mumbai now, is it? Can you imagine going to the US and saying "I refuse to learn/speak English"?? That's what everyone's doing in Mumbai.
