You give examples of 3 cities ... allow me to explain the situation for each of them : 1) Singapore : a country by itself - it should have a visa system....no matter what. Irrelevant to the discussion here, and your point. 2) Hong Kong : The visa requirement for Chinese is mainly due to the difference in Government ideologies (Communist vs Capitalist). You should also know that in HK, the Chinese government keeps the influx of people into HK in control, but does not hesitate to interfere in HK's own political and financial affairs. Just oen example - the HK dollar value fell to 1/5 of it's value since the Chinese take over. 3) Shanghai - A very prosperous city running without any of the so-called 'influx-control' or 'visa' programs you seem to favour. Bottomline : You can make a prosperous city not with a xenophobic mentality like yours : but with political will and upright leaders. How much money does it take to enforce laws in Mumbai to prevent s[itting and littering in public places ? How much money does it take to improve sanitation a la HK and SG ?
