When these 'misguided' Muslim youth (to borrow the pharse used by the secular media)are in custoday, the Govt. can organise daily bhajans sung by the MPs from secular parties for their benefit. they can repeatedly play the 'Ishwar Allah thero naam; sub ko sanmathi dey bhagwan' line before a huge Gandhi portrait. They terrorists will be moved to tears and drop their weapons vowing not to take to arms hereafter! If it does not work, the Govt. can enter into an agreement with them to provide a place for their target practice and get an undertaking from them that they will hit not more than one target a month!! This is viable arrangement that will make everybody happy as we have no solutions to put down terrorism
