Vish..I think it is a training issue rather than anything else. The students are not being provided proper ethical and moral training right since childhood. I still remember moral science was regarded as the least important subjects in our schools. All this leads them to think that cheating is justified and many of them even brag about it openly as if it is something to feel proud of. They feel honored with the fact that they entered the exam room with 2 books and walked out without being caught! Our kids are being trained in such a manner. Otherwise, to your other point, I feel Our Indian syllabus even today is regarded as one of the best in the world. Our software engineers who are highly regarded in the world today and many more successful Indians are a product of the same education system. Hence, we have a system, rules, policies in place...only proper training and guidance is missing.
