It is not that Biharis are intelligent than the rest of country. It is that they dont see any other vocation than the IAS etc. How many of them are in business and corporate sector ? Is it that the intelligent go to IAS and dumbos to the Corporate sector? Lets all candidly accept that rule of Law is the last thing resident in the minds of MOST Biharis and many of them try to bypass the law, be it jumping the que in the railway stations, or look for / entertain 'sifarish'. They have built their own social system with 'Rangdari', low levels of compliance of law etc and are the worst sufferers themselves ! It will be better the point is taken in the right earnest than throwing wild arguments.
