One can easily make out the Paki hand in this- they've had great relationship with the USA (winners) for past several decades, whereas India was seen hobnobbing with erstwhile USSR (losers) a classic example of lack of segacity by the Nehru-Gandhi dynasty. Its now that that the pakis are worried abt close Indo-US ties that they've managed to persuade their "friends" in US congress to throw the spanner in the works.
