The verse clearly says "when you meet unbelievers in fight". So if Muslims fight each other, should they throw roses at each other?

The fight continues as long as there are unbelievers. If Allah was giving Muslims general instructions on how to fight wars, why mention unbelievers?

The Quran is valid for all time. Its teachings are eternal. Unbelievers have to be fought and subdued, until all worship is for Allah alone.

Quran 8:38-39

Say to those who disbelieve, if they desist, that which is past shall be forgiven to them; and if they return, then what happened to the ancients has already passed.

And fight with them until there is no more persecution and religion should be only for Allah; but if they desist, then surely Allah sees what they do.
