Once again read the Judge's statement. Judges are not frameers of rules and laws. they can only interpret and protect rules and laws that are already in force. they cannot make any laws nor they can amend it. Only the legislatures have that authority.
Many of the letters here prove beyond doubt that people write whatever they want even if they are absolutely ignorant on that particular subject.
