It is proven beyond doubt that militants can strike wherever, whenever they want. They have also demonstrated that they will spare lives, as they have shown in Surat, if they so choose. Gujarat is now at the mercy of the militants. Whatever the govt may do in terms of stepping up security etc, the militants have the ability to hit whenever they please. What happened to Modi's Big Boast??
