Can Pakistan keep word in to action

It is not possible to believe Pakistan. In 2000 prime minister Vajpayee visited U.S. and he addressed joint session of U.S. congress. At that time he lectured cross terrorism from Pakistan in to Kashmir and other parts of India. At that time most of U.S. congressmen and senators said that this India's problem due to Kashmir. They did not realize that Pakistan (ISI)is fulcrum of terrorism. Now U.S. is belatedly experiencing menace of Pakistani terrorism.
To resolve the internal terrorism in India, there should sincere approach to embrace Muslims for all the opportunities and minimize separation. Muslims should be taken in to confidence. Muslim leaders should advise their community to look for advancement. Muslims should come forward to inform government any knowledge of terrorism.
I observed Mr. Modi handled terrorism attacks in Gujarat very prudently.
