Many of these rapists seem psychotic, why does Delhi has so many of these ?
Think the govt. should distribute plastic mannequins to these people so that they get a better outlet for their urges.
Possibly set up malls too , hopefully once these psychos get such "relief" channels they wont go for raping other women.
