The law is already there but these ministers,Lawmakers, Police the law enforcer etc don't care. As you say A minister or police commissiners doughter needs to be gang raped then all law will stir up, no stone will be left unturned. But for general public their daughters and wives do not count, as far as these people are concerned that don't exist unless they are ready to feed a heave sum to to minister and police as a bribe even the there is guarantee.
