Having separate cups for Dalits in tea-shops is also a private activity. Not allowing Dalits inside temples is also a private activity (happened in Orissa recently). To ensure that such private activities do not take place in the future, government activity is done, primarily by giving Dalits government jobs.
Most of the non-Brahmin priests are either out of work or facing opposition from the Brahmins.
