This are the situations that demands leaders (and Adminsitrators) like Modi. The whole world knows that Pak is not going to hand over any bad guy to India. It's common sense. Pakistan is not at fault at all. It's the Indian admin. that lacks will power to get (or take out) the bad guys.
Please don't blame outsiders. If insiders to their job, you won't need much help from out siders.
