It is not that simple. First of all it is not just the numbers, you have to look to percent of people qualifying for the above as you mentioned, there is a lot of difference in 10 out of 20 and 11 out of 100. Also, you are correct in saying that Bihar has maximum amout of minerals, and UP is one of the most fertile areas, but the fact lies that the people here are not getting the benifits. They are always facing the apathy of the center and the state goverment or else how do you justify highest number of migrants specially at the labor class from UP and Bihar, why would one migrate if they have enough employment and opportunities in their own state. Further, the things are made even more complicated by the cast and community divisions that are promoted by different governments thus putting a blnket on the problems and not resolving them.
