Sarabjit's case

If we ask for clemency for Sarabjit Singh, what guarantee that PAK will not similar exchange from India. India is having hardcore pakistanis in our prison ready to be hanged, but it is still hanging. (if it amounts to exchange it would become costly to India). Is it justified to intervene in the affairs of other country. If a person is proved guilty he/she should be punished.
