The fundamental point you are missing is that TIBET COULD HAVE DONE ALL THAT YOU MENTIONED being a democratic and INDEPENDENT under INDIAN STEWARDSHIP with the INDIAN ARMY AND AIRFORCE GUARANTEEING HER BORDERS.
