Communism vs Capital punishment

It is not clear as to the relevance of breaking out such news in connection with the Olympics only while execution is stated to be a daily routine @ 22 prisoners a day.Is it to frighten the participants of the games and the guests attending to them?What is the specific person?In any case,though the punishments is very harsh even for offences other than culpable homicides etc as in India,they appear to be very deterrent leaving a salutary effect on the minds of those thinking of any such crimes.When the entire world is almost campaigning for removal of capital punishment,well,more and more executions are made possible in China owing to the communist type of Govt the country opted for.Precisely,this military discipline and concomitant exemplary punishment it postulates even for small offences appears to be the secret behind the spectacular development that Chinese could achieve in such a short span of time. Does it send signals to India where all the crimes listed in the news attracting capital punishment in China are very common and taken lightly owing to the extreme freedom and laxity in law execution,also to be made qualifying deterrent punishment- though not capital one-to straighten the mind set of Indians and be strictly within the line of discipline prescribed by our law and moral dictums of society?Our democracy,the boon we consider,should not prove as bane for us inhibiting growth & development and embolden the criminals to go spree & let loose.
