The skimming layer will soon become the scheming layer. JNU academics who have no other Kaam Dhanda , being the silence of the lambs in the Tibet issue and bowing down to the great Chinese empire , would be spending their time scheming for the creamy layer. To skim or not to skim is the question. So why not scheme a scheme for the creamy layer till the Olympics. By this time the din and shor of Tibet will go away.
