And will you get the funds for increasing the number of univs and colleges? You are asking the govermnet to spend billions of rupees meant equally by all people in India, only on a particular class. Doesn't it look like robbing a common fund?
My suggestion is the already "grown up" people of a particular class can invest their money to bring up the remaining poeple of thier class. And I am sure, there are almost same number of "grown up" people in all the classes.
