Because , the whole question is , why should dalits struggle (unfairly) to make it to the top ? And if we have to struggle, why not we have our separate homeland and struggle? After all there was no place in the history for them.. there are no bitter socially historical enemies on this planet (after jews and nazi) as that of dalit and all other castes..
