Its too bad that we still think in terms of OBC, General, SBC,SEBC etc etc... If keeping quotas are necessary to lift up India, then please see to it that quotas are being used as it should be. Quota is there to give more chances to quota holders. They are not meant to produce weak doctors, engineers etc..
Along with quota rule, a rule which prohibits admission to quota seats if the candidate has secured less than 80% marks with respect to the marks obtained by the last general quota candidate - can work wonders. Keep the quota seats empty if there are no satisfying candidates. But please do not do unjustice to general quota candidates.
I had been through this back in 2000. I secured 84% marks in 12th science and was denied admission in IT, while my friend from SEBC category got in IT, inspite of securing 62%. Isn't it unfair ???
