That exactly is what is required except the argument that government institutes should rot and ISB is attracting "merit" . Governments role is to faciliate social changes so government institutes have to follow the policies of the government. Institutes like ISB cater to people who want to get educated in ISB, so there again "merit" is stricly an unclear definition :-).
