Its all perception which counts for votes. It will be like 60,000 Cr Farm waival when it will not benefit 80% of farmers who have less than 2 acres and who borrowed from loan sharks. It will not cost 60,000 Cr also.
But the perception that the Govt spends a LOT meaning they care for the farmers is expected to translate into votes. Dont forget they will lose many more votes from farmers who paid their dues promptly.
Similarly, even if there is no "on the site" difference in quality of students or quality of life, this will just stir up emotions (All Fs and No Ss).
Upliftment of castes will happen only by economic opportunities and not by reservations. They seem to connect each other but practically nothing much. May be you find lot of peons in Govt and Banks as SC because of caste but that is nothing much...
