Just they need seat. If they really want improve the education for OBC or any gorup, they should take two state each term i.e. full five year. eg. Let them take, Bihar and Rajasthan. Implement compulsury education for all childern for whole five years. Educate them well. Like this next term they can select another two states. If they do like this very soon 100% literacy will be availbe in India. Then see the India growth. They need only fool people, uneducated for voting purpose.
