Morethan 70% are dalits. The so called upper case population is less than 3% in India. They are ruling since 1750 by having strategic alliance with British intruder. Even after independence, the 3% community is ruling the remaining 97% but still they do not want to share someone's right. In particulary, after graduation from prestigeous institution like IIT, IIM etc they will move to either USA to find a job in NASA and get green card.
After long stuggling, the congress understage its past mistake and took a right decision. The so called 3% population stopped thru court but now ressult and justice declared due to contineous follow up of concgress govt. Even now, these people unable to disgest and still want to be either power monger or educate in India and settle in in USA.
