the whole thing was started by raj thackery with the support of congress. congress wanted raj to raise the issue and thus weaken the vote bank of shiv sena. there's nothing more to it. congress of course wouldnt do it actively. it would just pussyfoot - no one would ever be able to point the fingers at them.
raj thackery is a loose canon, and a cheapo who wants as much media attention as possible. he fired at anyone in his sight. got some cheap media coverage.
