UN cannot impose sanctions because China is a permanent member of the UN security council and will veto any sanctions.
USA cannot do anything to China because as America owes a huge debt to China and American economy is heavily dependent on China. There is another problem for the US. US has invaded Iraq and so issues of moral authority naturally arise.
European Union is just a group of nations that mostly follows US. If US doesn't do much, then same is the case with EU. French President Sarkozy suggested recently that all options are open. German President Angela Merkel might skip Olympic ceremony. But apart from that I don't think much will be done. Britain has sided with US in invading Iraq and so the same moral authority issues come up. Moreover, London is hosting the 2012 Olympics, so the threat of a reverse boycott by China is always there for the UK.
Russia is most probably not even interested in doing anything.
India can't do much because India's military strength is less compared to China. Moreover, India's UPA government relies on CPI-M support and CPI-M is more loyal to China than to India.
So therefore, my friends, the harsh reality is that not much can be done. This is my prediction. But yes, I would be VERY HAPPY if this prediction goes wrong.
