Karnataka-Tamilnadu cauvery water dispute

Declare all natural resource and wealth like forests, rivers, minerals, flora and fauna, coastal resources which span across district and state boundaries as national wealth and appoint a separate commission to resolve the problems connected with their exploitation. Men should fight over and die on these issues because of man made political boundaries within the country is idiotic and dangerous for national integration. If it were the same old pre-independence Madras presidency comprising of present TN, Kerala, AP and Karnataka this water war would not have started.The states which were formed on the basis of langugaes are causing the headache due to the new political boundaries. Would Karnataka or TN play Gods to be able to control the rains, or floods or winds or tides or earthquakes or landslides limiting their influence only to their state boundaries? Put any fellow who provokes the society to fight over and get hurt on such issues without resolving them through a legal process should be immediately put behind bars, or the parties should be banned to avoid the spilling of innocent victims blood.Why can't the central government or the courts take pro-active steps to avoid such tragedies caused by provocative elements? Does the ability to mobilze crowds and cause public damage shield and exempt the provocator from the rule of Law?
